Yes, it was a grommet.
Cleveland Grommet 217-00100
The little grommet is expensive for what it is, but it is needed for the Cleveland wheel. It cushions the metal valve stem from the tube and seals the opening the valve stem goes through.

This 40-77 wheel is made of magnesium.
There is no difference between 40-78 & 40-78B, they are application specific. The 40-78 are on Cessna and the 40-78B are on some American Champions, Pitts, etc. Looking at the parts breakdown for each assembly, they do have the same replacement parts. Both units will need qty 2 cup bearings per assembly. One for each half. The part number for the cup bearing is 214-00300.
They are close but they do have some different grease seals and rings. The STC is probably also different.
