Per the manufacturer, the only difference is the -23 is a little thicker. Other than that it just depends on the serial number of the aircraft to determine which one is required.
Yes, your aircraft falls within the P301-23 (05-06859) seal applicability. It is meant to include seals starting at 28-7716001 and later (meaning 1978, 1979, etc..). Short answer, is yes, it will work for your aircraft.
This is an L shaped rubber seal. The thicker side is 1/2" and the thinner side is 1/4".
You would need to apply an adhesive.
