I purchased this part new from spruce. after I opened the package, I gently twisted it to make sure the rubber had no cracks in it and the part broken two. My A&P inspected the 2nd rubber part and said it was “used”. We are not sure why or how a used part was sent to us. After returning the the old broken part to Aircraft Spruce. The new second part was fine and is still running in the airplane just great. However , now I have to fill out a warranty document so I’m not charged for the second part.
